Implement the FileWriter class, as specified at http://dev.w3.org/2009/dap/file-system/file-writer.html. This is the big umbrella bug which will depend on all the smaller phases.

Is this bug still being used? I thought work was going on for this feature, but I don't see it reflected here. Maybe there is a new home for this work?

This is the only bug [plus its dependency], but there is no actual work being done on it right now. I've still got 44364 on my plate, but the priority's pretty low, so I'm going to mark it and this back to "unassigned" for now.

This API did not end up getting standardized.
