Summary Resizing FrameSet after scaling results in pixelated fonts

Steps to reproduce: 1. Scale page up on Chromium (via page scale factor). 2. Resize the frameset, shrinking the top frame. 3. Notice that the font of the top gets pixelated. I'm uncertain if this reproduces on other platforms.
