I asked mark if you could generate xcode project files from Win or Linux and he said it might work on Linux and it probably won't work on Windows. On Windows, the path separators will be wrong. In other words, it's not currently tested and something might break. Certainly fixable, but might require some additional testing if we want people to check in generated project files.
