WGSL::PhaseTimer::m_phaseName is uninitialized when dumpPhaseTimes is false. Found by clang static analyzer. Regressed in: [WGSL] Add pass to rewrite entry points to be compatible with Metal https://bugs.webkit.org/show_bug.cgi?id=250832 <rdar://problem/104425157> https://commits.webkit.org/259149@main
