font-synthesis-small-caps: none (and shorthand equivalent) should not disable small-caps if the font does support it.

I started looking into this, but got super-confused. I am having trouble creating any kind of markup that uses the actual small caps glyphs from a font as opposed to shrunken capital letters at 0.7 scale. Giving up for now, hope someone else can figure this out.
