This seems similar to that one though: [NotEnumerable, Conditional=FULLSCREEN_API, EnabledBySetting=FullScreen] attribute EventHandler onwebkitfullscreenchange;

Please implement this. See : https://caniuse.com/?search=scrollend -- Safari is the only browser to not have implemented scrollend at this time
