We should merge <https://src.chromium.org/viewvc/blink?view=rev&revision=193049>. ImageDocuments should skip CSP checks They don't actually load the image by the usual image loading means, they take data that was intended for a main resource and reroute it into an ImageResource. Performing CSP checks can cause loads to incorrect fail, and break implicit assumptions in the ImageDocument logic.
