Tested Safari, Safari TP and Chrome with TSL

Left Version 16.3 (18614.4.6.1.5)
Center Release 162 (Safari 16.4, WebKit 18615.1.18.2)
Right Chrome

Observed Very slow upload speed on Safari and Safari TP when using TSL on an M1 MacMini

To Reproduce this.

You need a 10GbE Server running OpenSpeedTest Docker Container.

now, Visit 

https://<server-ip>:3001 for HTTPS Version
http://<server-ip>:3001 for HTTP Version

FWIW, I can reproduce much slower upload than download with actual openspeedtest.net too (6GB/s vs 1GB/s).

Unclear if this is an issue in WebKit or below yet.
