SVG Animation ISSUE

Why this is not getting fixed? https://bugs.webkit.org/show_bug.cgi?id=245652
Tested on Release 160 (Safari 16.4, WebKit 18615.1.14.3) on my M1 Mac, STILL SHOWING LOTS OF LINES on UI.
Which is not happening on my OLD Intel MacBook Pro.
This is M1 Only ISSUE?
