In this merge-queue run for a PR that only changed tests, there was a 36-minute compile:
https://ews-build.webkit.org/#/builders/74/builds/4648

which is a waste of compute power.

Not sure what alternative there is. Where else would the bot get a ToT build? Even post-commit builders are likely behind.
