[WinCairo] Turn UseGPUProcessForMediaEnabled on

* Enabling MediaPlayerPrivateRemote
* MediaPlayerPrivateMediaFoundation should support accelerated compositing
* GraphicsLayerWC should transfer a remove video layer to the compositor running in the GPU process
