Is a flaky API failure on macOS Release ToT and since introduced at 255420@main.

This issue can be bisected to 255420@main using command:

run-api-tests --release --iterations=30   TestWebKitAPI.WKHTTPCookieStore.CookieAccessAfterNetworkProcessTermination

You may need to download the release builds similar to the bots.
