Safari 16.0 (17614.1.25.9.10, 17614) on macOS 12.6

If a video has the attribute preload="none", then the "Enter Picture in Picture" contextual menu item is disabled even though "Enter Full Screen" is enabled (see attached screenshot), and webkitSetPresentationMode("picture-in-picture") fails on video play (see attached sample HTML).
