This test was added at 228730@main.  The test briefly consistently passed on BigSur.  The dashboard shows that most of the history with BigSur and Monterey has been flaky image failures.  

Reproduction steps:
I can reproduce this on 254199@main ToT with Monterey wk2 Release.
