[ews] Merge queue might fail with incorrect error message when commit contains OOPS!, especially "Include a Radar link (OOPS!)."

Error message said: "Commit message contains (OOPS!) and no reviewer found" even though reviewer was found. The problem was that commit actually contained OOPS.
