Here is an example https://jsfiddle.net/3awLgj5v/ which works on Google Chrome.

You see that the scrollbar gutter has a transparent background. This is done with overflow: overlay

The Github claims that Apple, Safari Team, WebKit or something is the cause of this depreciation.
