Is a API test that is flakily timing out on macOS ToT and since 253027@main.

The timeout appears to be most easily reproduced on an arm64 machine and downloading the release build similarly to the bots.

I was able to bisect the issue to 253027@main running command:

run-api-tests TestWebKitAPI.VideoControlsManager.VideoControlsManagerMultipleVideosScrollOnlyLargeVideoOutOfView --iterations=100

Found another API test that appears to be related as they have the same regression point.

It's worth to note this test appears to have been timing out before the regression point. However, the timeouts on this test occur more often after the regression point.

I have disabled this test because it is a frequent flaky timeout, while this issue is investigated.
