Revert patches are not using fast-cq path anymore since migration to identifiers. e.g.: https://ews-build.webkit.org/#/builders/28/builds/22796 was for revert in https://bugs.webkit.org/show_bug.cgi?id=242728, but it did not took fast path and was very slow even though it was urgent to land.

Fast path seems to be broken for commit identifiers. We should fix that.
