Create a private fork of 'WebKit-security' belonging to '***' ([Yes]/No):

Above error message, especially 'you are not a member of' might be confusing to users. It should be actionable.

I think the honest answer to this one is "won't fix". It's a pretty niche situation that occurs when one is granted access to a repository but not the group which owns the repository.
