EWS should email PR author in case Merge-Queue silently fails on their PR. For e.g.: in https://ews-build.webkit.org/#/builders/74/builds/499 Merge Queue failed to communicate with GitHub and failed the build. However, there was absolutely no indication of it on Github or in any email. PR author kept waiting and waiting for their patch to be merged.

Ideally, we should fix the root-cause of such issues (which is being looked into). However, it's good to have atleast a notification to the PR author when such issue happen and a manual action is required.
