Screen recording of using the ARIA separator widget with VoiceOver in Safari

What steps will reproduce the problem?
1. Start VoiceOver
2. Go to https://codepen.io/toddlr/pen/yLJroBO
3. Use the tab key to move focus to the ARIA separator widget in the example
4. Press the left or right arrow key to change the size of the left column
5. Observe how VoiceOver does not announce the changes to the aria-valuenow property as the arrow keys are pressed

In this example, we're also seeing the selected text range change as you adjust the splitter. I don't think it's required that those two go hand in hand, but at least in this example, after fixing, there are still spurious text changes being generated

Also this has been determined to be a Voiceover bug, so it will be moved to the right component
