Remote encoder should set its encoder frame callback to nullptr when being released.
Otherwise we end up in https://ews-build.s3-us-west-2.amazonaws.com/iOS-14-Simulator-WK2-Tests-EWS/r414039-1828/webrtc/video-rotation-crash-log.txt.
