Fragmented MP4 (fMP4) media segments encrypted with whole-file AES-128 encryption do not play on Safari 13.1 (and iOS 13.5.1). Appears to be a regression as this worked as of June 3rd.

Issue was first raised here: https://developer.apple.com/forums/thread/131625
The referenced forum thread contains an example playlist demonstrating the issue.
