The following tests are failing:

   imported/w3c/web-platform-tests/css/css-text/line-break/line-break-normal-015.xht [ ImageOnlyFailure ]
   imported/w3c/web-platform-tests/css/css-text/line-break/line-break-strict-015.xht [ ImageOnlyFailure ]

The changes from bug 209250 suggest this two tests needs update ICU (ICU >= 66) to pass
