They always fail on the same test runner together. I have tried to reproduce this locally but have not succeeded yet. They all are failing with the same message of "response source: Network" instead of Disk cache. Some test upstream may be setting a bad state or the system is falling into this state. This looks like it has been happening for the whole history
We have many bugs about http/tests/cache/disk-cache tests, including generic bug 149087 and bug 172662 that are very similar to this one, for a total of 20 open bugs with "http/tests/cache/disk-cache" in the title. Antti tried to fix these before, but obviously more work is needed. We should clean up the bugs though.
Current history shows these tests are no longer failing. last failure was on r256612
