Other points:
- to confirm, the remaining failures in observe.html are all new API we haven't gotten to yet?
- why does idlharness.window.html fail?

test7 is now passing and test18 is now timing out (possibly a new test added after 2020?). 

I think that we need a new bug for test18 specifically.
