The test http/wpt/offscreen-canvas/transferToImageBitmap-empty.html is failing since r253099. According to https://html.spec.whatwg.org/multipage/canvas.html#dom-offscreencanvas-transfertoimagebitmap, transferToImageBitmap should return InvalidStateError if there's no context. r253099 implemented such behavior. The test should be updated.
