Building the Chromium port for Android requires us to cross-compile using the Android NDK's toolchain. Furthermore, as we'll be using OS=android, several gyp files and platform-specific files need to be taught how to handle this.

Actually, all of WebKit builds, so this bug can be closed as fixed. I'll update 74089 to block 66687 instead.
