EWS skips the buildbot build when it is unable to access github with 404. It should instead continue the build in such cases.

e.g. From https://ews-build.webkit.org/#/builders/82/builds/5384 :

Accessed https://api.github.com/repos/WebKit/WebKit/pulls/8380 with unexpected status code 404.
Pull request 8380 is already closed

This seems to be caused by https://github.com/WebKit/WebKit/pull/7072/files#diff-32440cf8b81d39efcd9ad9036d550d72daef76fbff0f30dc3e0f85a415896990R251 (in https://bugs.webkit.org/show_bug.cgi?id=248661)
