Use EnabledBySetting from IDL

This is a fake setting only relevant to GTK (see screenHasTouchDevice), it's not in any of the YAML file.

I wonder if there is a IDL declaration that would allow checking screenHasTouchDevice without using DeprecatedGlobalSettings.
