The theory of using --skip-failing-tests is that it speeds up EWS by skipping tests we don't care about. In practice, it makes EWS have different behaivor than post-commit testing, and means that we have limited options for eliminating baseline retries in EWS.

I wanted to throw together a PR for this, I don't think we have agreement that this is actually the correct approach at the moment.
