  http/wpt/service-workers/file-upload.html [ Failure ]

http/wpt/service-workers/fetch-service-worker-preload-download.https.html fails on bots.
http/wpt/service-workers/file-upload.html fails for me when run locally.

These two failures don't seem to have anything in common. One is a long-standing issue, another was just broken by 257110@main a few days ago (plus it was a long-standing flaky timeout, which this gardening didn't take into account).

Will you be willing to clean this up?
