When opening:

data:text/html,<div style="width: 200px; height: 200px; background: red; overflow: auto; resize: both; writing-mode: vertical-rl"></div>

or 

data:text/html,<div style="width: 200px; height: 200px; background: red; overflow: auto; resize: both; direction: rtl"></div>


The resizer is on the left side (as expected), however, resizing is really funky and goes really fast.
