According to [1], WebKitGTK and WPE support for Ubuntu 18.04 end on April 2021. We have been maintaining these ports on Ubuntu 18.04 longer than expected though [2] (until October 2022). However, now it's getting harder and harder to keep it green (specially due to dependencies upgrades), so we better remove this bot from CI. Also it seems likely the user base of Ubuntu 18.04 must be at this moment very small.
