vertical layout test case.

1. Open the document vertical-layout.html (attached)

2. Open Web Inspector, go to the console and type:
   document.querySelector('html').style.writingMode = ''

Expected:
The layout change back to a default writing mode, horizontal-lr

Actual:
The layout doesn't change.

Tested in 
Safari Technology Preview  16.4          18615.1.10
Firefox Nightly            108.0a1       10822.10.27
Google Chrome Canary       109.0.5385.0  5385.0


both Firefox and Chrome change the layout.


It is possible to test it through Web Inspector, Elements tab, and deactivating the writing-mode in the style editor.

I can reproduce on Version 16.4 (18615.1.8.1)
