Is a flaky text failure on macOS iOS ToT and since introduced at 255354@main.

This issue can be bisected to 255354@main using command:

run-webkit-tests --debug -f --exit-after-n-failures 1  --force  --child-processes=5 --iterations=500   imported/w3c/web-platform-tests/preload/preload-referrer-policy.html

This is also failing on wk1. Updated expectation in above commit.
