GPUProcess CPU usage during YouTube playback regressed by ~10% in the last major release. About 30% of that is coming from extra activity in the scavenger thread due to increased scavenger frequency (242195) and work (235347).

To work around this, disable the mini mode scavenger entirely in GPUProcess. This is neutral for both Membuster and RAMification.
