Implement convenience functions for CFArray <-> Vector conversions and put them to use.

I did not have a goal to try to find every place these could be used (that can be done in follow-ups), but rather to find at least one place they could be used, and to write tests for them.

I used Darin's Source/WTF/wtf/cocoa/VectorCocoa.h as a basis.
