Notifications were working normally and have been working for years.
Then I just installed the latest upgrade of MacOS 12.6 and Safari 16.0 - nothing else.
Now the notifications (sent through APNs) from websites are displayed, but the click doesn't open the website as expected.
The click on the notifications doesn't produce any effect.
You can easily reproduce the bug using this demo:

Note: The fix for this issue is believed to have shipped in iOS 16.1, and macOS 13.0.
