Description:
http/tests/webgpu/webgpu/api/validation/createTexture.html

The consistent timeout started with Import WebGPU Conformance Test Suite and has been a consistent timeout.  The test will also flaky crash.

REPRODUCTION STEPS
I can reproduce this on <commit> but cannot reproduce it on <commit> or earlier.

Command: 
run-webkit-tests --debug -1 --root 253691@main-debug --exit-after-n-failures 1 --exit-after-n-crashes-or-timeouts 1 --iterations 50 -f --no-retry http/tests/webgpu/webgpu/api/validation/createTexture.html

Result: 
Regressions: Unexpected timeouts (1)
