These tests appear to be related and I was able to bisected both regression points to 253397@main using command:

run-webkit-tests --release --ios-simulator --iterations=10 imported/w3c/web-platform-tests/css/css-transforms/css-skew-002.html

I also had to checkout commit hashes to reproduce a regression.
