According to https://developer.apple.com/library/archive/documentation/InternetWeb/Conceptual/WebKit_PluginProgTopic/Tasks/WebKitPlugins.html# they are "unsupported in OS X v10.7 and later" but an internal WebKit client was relying on them until Ventura
