[Win] scrollbars/transparent-scrollbar.html is failing

Since bug#236061 added the test, this test is failing on Windows EWS.
This test passes for my AppleWin build on my PC.
I think accelerated compositing doesn't work on Windows EWS.

In non-AC mode, scrollbars are painted by ScrollView::paintScrollbars.
ScrollView doesn't know the document background color.
