Merge-queue should remove merge-queue label when it skips PR due to 'merging-blocked' label.
e.g.: https://ews-build.webkit.org/#/builders/74/builds/2121 skipped merging the PR since there was a merging-blocked label on the PR. However, there was no indication on the PR that the Merge-Queue has processed and skipped the PR. Merge queue should atleast remove the 'merging-blocked' label and/or leave a comment on the PR in such cases.
