While 249191@main broadly progressed wpt /cors/cors-safelisted-request-header.any.html (see https://wpt.fyi/results/cors/cors-safelisted-request-header.any.html), it regressed the `Preflight for {"range":"bytes=-200"}` subtest, as we no longer preflight for that case.
