Steps to reproduce:
1) Open https://www.apple.com/newsroom/pdfs/FY21_Q2_Consolidated_Financial_Statements.pdf in Safari.
2) Open the web inspector.
3) Reload the page.

This happens on macOS 12.4 Monterey with Safari Version 15.5 (17613.2.7.1.8) and Safari Technology Preview Release 149 (Safari 16.0, WebKit 17614.1.19.1.5).

Attached is a sample of the Safari Web Inspector process running at 100% CPU.
