1. with Safari build 18614.1.14.1.15 on macOS Ventura
2. Go to http://ipla-e1-78.pluscdn.pl/p/movies/8f/8fc6aa7d3808f476dee9b99722343b30.mp4
3. Wait for the file to load
4. Click Play

Expected:
Video starts with the sound

Actual:
Video starts without sound

We have determined that this is an issue in an underlying framework, so closing as INVALID. This will continue to be tracked by Apple internally.

This file's audio is also not working in the built-in QuickTime Player.
