* "Automatically speak the web page" is checked in the VoiceOver Utility (Web->General)
Step to reproduce:
1. Launch VoiceOver in environment described above
2. Launch Safari or Safari Technology Preview
3. Load apple.com
Expected results: VoiceOver would speak the web page as described in the enabled setting.
Actual results: VoiceOver doesn't speak the web page; it says "Apple web content. You are currently on web content."
Note: This works with Chrome/Chromium.
