Taking https://bugs.webkit.org/show_bug.cgi?id=230488 as an example, I see that updating TestExpectations generates at least 5 emails, 3 Bugzilla comments, and leaves the bug assigned to the bot watcher. This is a significant productivity drain for anyone working on the issue, not even counting more work on bot watcher's part.

One email and one comment should be the goal.
