As long as WebKit is still backed by Subversion, we need to keep ChangeLogs around and Merge-Queue should enforce that.

Changing bug to reflect the opposite, as the plan is now to immediately deprecate ChangeLogs. Note that this change cannot land until changelogs are already deprecated.
